Flood Awareness Week: March 13-19

Flooding is the most common and costly natural disaster, but only 3% of Virginians have flood insurance. It is estimated that 1 inch of water in a home can cause upwards of $25,000 in damages.
Virginia Flood Awareness Week encourages residents to learn about their flood risk and protect the life they’ve built with flood insurance.
Our Flood Risk Learning Center is just one tool to help you understand your property’s flood risk. This interactive website shows personalized flood risk depicted on a photo of your property, rather than on a map.

Receive customized interpretations of flood risk and steps to mitigate flood impacts or lower your insurance premiums

ARPA Funding Community Engagement Results

Since November 2021, city staff solicited input from residents on priorities for the $154 million in American Rescue Plan Act (ARPA) funding. Residents provided comments in-person, online, and at drop boxes located at recreation centers and libraries. The results of this community engagement are now available to the public through the ARPA Public Engagement Results resource guide.Â
This detailed report of all public comments received was provided to City Council on Saturday, March 5.
How can you access the guide?
- It will be emailed directly to residents who provided an email address at sign-in at one of the ARPA public meetings.
- Online
- At libraries beginning the week of March 14.
What’s next?
Your feedback was used to create a community-based City Manager’s recommendation for City Council consideration, which they are now reviewing and amending. Prior to adoption, a public hearing will be held for additional comment. More information on the public hearing will be provided as it becomes available. Norfolk’s ARPA webpage.

Norfolk Fitness & Wellness Center Public Input Survey

Originally constructed in 1969, the existing Norfolk Fitness & Wellness Center building, 7300 Newport Ave, Norfolk, VA 23505, was purchased by the City of Norfolk in 2004. The building has served the community well, but in recent years the building has exceeded its useful lifespan. In April of 2020, the pool was closed due to structural concerns related to the dome that spans and covers the pool. Based on the safety concerns and the results of additional studies conducted on other portions of the building, the time has come to replace this aged facility with a modern building and reconsidered amenities. The purpose of this survey is to solicit public input for planning desires and priorities for an enhanced fitness, wellness, and library facility on the existing Norfolk Fitness & Wellness Center site. The results of the survey will be compiled to create a list of priorities for consideration in the new facility.

Public Workshop: Enhanced Norfolk Fitness & Wellness Center

In case you haven’t heard, the Fitness & Wellness Center on Newport Ave is undergoing a redesign and your input is needed! Come share your thoughts on what you envision for a new combined fitness and library facility. This initial public workshop will kick off the first public input period. A public survey will be available for the two weeks following the workshop. (A second public input period will happen later in the process after some initial designs have been created.)

Elizabeth River Tunnels Toll Relief Program

The Virginia Department of Transportation (VDOT) and the Elizabeth River Crossing (ERC) team have developed a Toll Relief Program to administer funds from Elizabeth River Crossings (ERC) intended to help ease the financial burden of tolls on Norfolk residents hardest hit by tolls at the Elizabeth River Tunnels (ERT).
Am I eligible?
Norfolk residents who use the Downtown or Midtown tunnels and make $30,000 or less per year are eligible to participate in the program. Proof of income and residency must be presented at the time of application.
Proof of residency
One of the following is required for proof of residency:
- Driver’s license
- Utility / telephone / cable bill
- Checking / savings account statement
- Property tax bill
- Mortgage – proof of ownership
- Rental contract
- Military documentation confirming city of residence
One of the following is required for proof of income:
- W-2
- 1099-Misc
- One month of pay stubs
- IRS 1040
- Employer’s statement
- Self-declaration of no income
How can I apply?
The application process for 2022 is in-person and ends February 15, 2022.

When does the 2022 program start?
The 2022 Toll Relief Program benefits will apply to transactions occurring on or after March 1, 2022.
Do I have to re-apply each year?
The relief funds renew every year, per the agreement, and participants must re-verify their income and residency to be eligible for each calendar year.

Creating a Community-Driven ARPA Funding Plan

The City of Norfolk received $154.1 million in American Rescue Plan Act (ARPA) funding. Residents can provide their priorities to help establish a collaborative, community-driven plan through online tools and newly added drop boxes located throughout the city.
The two January public meetings have been cancelled due to the rise in COVID-19 cases.
Residents can use the online survey, the Prioritize tool or email the city at ARPACommunication@norfolk.gov to share their priorities for ARPA funding.
To provide residents without internet access with an opportunity to have their priorities heard, drop boxes with comment cards are available at the following locations:
- Mary D. Pretlow Anchor Branch Library
- Jordan- Newby Anchor Branch Library
- Richard A. Tucker Memorial Library
- Berkley Recreation Center
- East Ocean View Recreation Center
- Lambert’s Point Community Center
- Norview Community Center
- Huntersville Multi-Service Center
Feedback from these resources and from previous public meetings can be viewed with the new Public Engagement Dashboard, an online collection of all input provided by residents that is updated daily. All ARPA funding tools and information is available at www.norfolk.gov/ARPA.
Resident feedback will be used to create a community-based City Manager’s recommendation for City Council consideration on ARPA funding. City Council will hold a public hearing once they have received the community-based City Manager’s Proposed Plan.
