The Virginia Department of Transportation (VDOT) and the Elizabeth River Crossing (ERC) team have developed a Toll Relief Program to administer funds from Elizabeth River Crossings (ERC) intended to help ease the financial burden of tolls on Norfolk residents hardest hit by tolls at the Elizabeth River Tunnels (ERT).
Am I eligible?
Norfolk residents who use the Downtown or Midtown tunnels and make $30,000 or less per year are eligible to participate in the program. Proof of income and residency must be presented at the time of application.
Proof of residency
One of the following is required for proof of residency:
- Driver’s license
- Utility / telephone / cable bill
- Checking / savings account statement
- Property tax bill
- Mortgage – proof of ownership
- Rental contract
- Military documentation confirming city of residence
One of the following is required for proof of income:
- W-2
- 1099-Misc
- One month of pay stubs
- IRS 1040
- Employer’s statement
- Self-declaration of no income
How can I apply?
The application process for 2022 is in-person and ends February 15, 2022.

When does the 2022 program start?
The 2022 Toll Relief Program benefits will apply to transactions occurring on or after March 1, 2022.
Do I have to re-apply each year?
The relief funds renew every year, per the agreement, and participants must re-verify their income and residency to be eligible for each calendar year.
