Norfolk Community Survey

The city is launching a community satisfaction survey this month to gather resident feedback on City programs, services and quality of life. The survey is administered by ETC Institute, one of the nation’s leading firms in the field of local government research, via mail and online.

The goal of the survey is to analyze satisfaction and priority ratings from residents to guide the actions and decisions of City leadership.

Residents randomly selected to participate in this survey will receive an invitation and instructional letter in the mail along with the survey and a postage prepaid envelope to return the completed survey. The letter will also include a link to complete the survey online, if preferred. Residents who receive the survey are asked to take the time to answer every question. This input will influence decisions made about the future of the City of Norfolk.

ETC Institute will monitor the distribution of the sample to ensure it reasonably reflects the demographic composition of the City with regard to age, geographic dispersion, gender, ethnicity and other factors.

All survey data is compiled and analyzed by ETC Institute through the end of year. They will present findings to City leadership at the start of 2023. All individual responses to the survey are kept by ETC Institute to ensure confidentiality.

Any resident who did not receive an invitation to participate in the survey, but would like to share their opinions, will be able to do so online or pick up a paper survey after October 24. Additional notification will be provided later this fall, including the online link and locations of paper surveys. The information collected through this process will also be aggregated by ETC Institute as well as reviewed and considered by the City.
